Annual Meeting

The 88th  Annual Meeting of the members of Osage Valley Electric Cooperative Association will be held in drive-thru format again this year. The meeting will be held on August 27, 2026,  with members registering from 4:00-6:00pm at either the Butler or Clinton office.  Signage and employees will direct member traffic through the pole yards at both locations for registration, voting, and receiving a gift.  We ask those attending the drive-thru format to bring your registration slip from the August Rural Missouri magazine.  An electric credit will be given to all members participating in the drive-thru meeting.

Online participation for the OVEC Annual Meeting will also be available again this year from August 10-25, 2026, for those unable to attend the drive-thru format, or for those choosing the convenience of online voting.  Online voters will receive a $20.00 bill credit on their electric account also.  

All drive-thru and online members registering will also be eligible for additional prizes and electric credit certificates through a drawing.  All electric credits for members registering, and for prize winners, will be applied to the members’ September 1, 2026, electric bill.

2026 Candidates

Darrell Dains

Darrell Dains joined the Osage Valley Electric Cooperative Board of Directors in 2022. Darrell is a lifelong member of the OVEC with deep roots in the association. His grandfather, George G. Newell, was one of the original incorporators of Osage Valley Electric Cooperative Association. Mr. Newell and other hard-working people of West Central Missouri began working together to get electricity for the citizens in rural communities.  Darrell hopes to carry on the work of his grandfather and represent the interests of all OVEC members.

Darrell is proud member of the local community. He has been farming on the family farm near Rockville, Missouri, first alongside his father and later on his own, during his entire life. Darrell is married to his wife of 46 years, Kim Dains, who has served as a nurse in the local community for the past 42 years. Darrell and Kim have 3 children, also members of the OVEC, who are also living, working, and raising their families in local communities. They have a daughter, Katie Evans, and her husband Tyler Evans of Appleton City. They have 2 sons, Isaac Dains, and his wife Heather Dains of Appleton City and Adam Dains, and his wife Kielynn Dains of Rockville. Darrell and Kim are proud grandparents to grandchildren Macie and Miles Dains, Asher Evans, and Wesley Dains.

Darrell is a lifelong community advocate and has served on multiple boards including the Appleton City Board of Education for 8 years, and ASC County Committee for 6 years and is currently serving as a member of the Rockville Township Road Board, a position he has held for the past 20 years.      

Darrell is excited about the future of the OVEC and would be proud to continue to serve as a board member. He is committed to his position as a board member and dedicated to working for OVEC members to ensure they continue to have access to affordable and reliable service.  Darrell is particularly excited about the addition of high-speed internet service in our area, and he will continue to advocate for members and assist with any future challenges to OVEC.

David Rapp

David Rapp has lived in Bates County on the family farm all his life. David and his wife, Deanna, became members of Osage Valley Electric Cooperative when they purchased their farm in 1969.  David is actively involved in farming; raising soybeans, corn, wheat and a cow-calf herd. 

David and Deanna have two children; daughter, Michelle (Rapp) Steuck and husband Gerrad, of Prairie City Missouri, and son, Matthew Rapp and wife Melissa, of Schell City, Missouri.

God has richly blessed them with seven grandchildren; Drew, Jordanne, and Christian Steuck; Harleigh, Logan, Delainey, and Charles Rapp; and new addition, great-granddaughter, Tinsley Marie.

David and his family are members of Zion Lutheran Church in Prairie City, Missouri.  David served many years as Elder, President of the Congregation, Trustee, and Finance Committee.  He also served several terms on the Zion Lutheran School Board.

David served six years in the Army National Guard; served several terms on the Prairie Township Road Board and was project leader for the Bates County Busy Beaver 4-H Club.

Members of Osage Valley Electric Cooperative; David would like to sincerely thank you for allowing him to serve as a director on the OVEC Board.  He considers it a privilege, and genuine responsibility to each member and their family.  

 

Joe Hilty

My name is Joe Hilty, and I am seeking re-election to my second full term to the board of directors.  I am a lifelong resident of the Truman Lake area, currently residing on the eastern side of Henry County.  I have been married to my wife, Tricia, for 24 years. We have two children.  Son, Trenton, is a graduate of Northwest Missouri State University in Maryville and has been working as a machinist at Preferred Lightning Protection in Maryville since graduation.  In August of 2026, he will be part of a team that will be serving abroad on mission in three different continents for 11 months!   Daughter, Anna, graduate of Lindenwood University in St. Louis and now lives in Liberal, KS with her husband Brendon. She is currently working as a teacher in the Liberal School District.  My wife has an Early Childhood Education degree and has owned her own daycare, as well as a tutoring center in recent years.  She enjoys serving our church family, quilting and tending her many flower gardens.  I have an Agricultural Business degree from Missouri State University with an emphasis in finance and management.  I am a member of First Baptist Clinton where I serve as trustee for the church’s endowments, serve as a deacon, along with several other temporary leadership roles.

During high school and college, I worked on the family farm and ranch operation doing traditional row crop farming and running commercial grade cattle.  After college, I joined the family quarry and construction business; working my way through different positions learning as much as I could about all aspects of the business.  Life can throw you curves sometimes and opportunity came knocking.  I left the quarry and construction business to own and operate Bucksaw Resort and Marina for seven years.  As the construction business grew, the need to go back to work with family was calling, so I left the “lake life” behind and eventually landed in my full-time role as Vice-President of Hilty Quarries, Inc., specifically overseeing our businesses asphalt operation.  After the company sold, I went back to farming and ranching along with real estate management endeavors, which is what I am currently doing now. 

I have been both a residential member and business member of Osage Valley Electric for over 28 years. Longer, actually, if you count the years the family business has been a member.  I am excited to continue to learn about our great cooperative and dive into the business of serving our members in the most efficient and cost-effective manner!  This is an exciting time with the new and expanding broadband services available to our members, but also a challenging time with government regulation and energy production and distribution issues, particularly with data center loads, continue to be a major concern for our industry.  The need for affordable and on-demand reliable energy is paramount in the years to come, as our electric footprint continues to grow nationwide. I am committed to the continuing education offered by the National Rural Electric Cooperative Association, having already completed my Credentialed Cooperative Director education program and am working toward my Board Leadership Certificate, which requires an additional 10 credits of education.  I am glad to be at "ground-zero" of where my leadership on the board can be most effective, living in a rural community where the co-op members I serve are also my neighbors and friends!   I look forward to serving you again!
