Verify Equipment Eligibility Before Purchasing

Not all water heaters qualify for utility incentive programs. Before making a purchase, review the program’s baseline technical standards.

• The unit must carry an official ENERGY STAR® rating and meet current Department of Energy (DOE) energy efficiency standards.
• Rebates typically apply to new construction or conversions replacing traditional electric or gas tank units. Tankless systems and previously owned equipment are not eligible.
• Member accounts often must meet minimum annual consumption guidelines, such as purchasing 6,000 or more kilowatt-hours (kWh) annually, to qualify for incentive programs.

Plan Around Installation Requirements and Cap Limits

Installing a hybrid heat pump water heater requires specific physical conditions to function at peak efficiency. HPWH units require adequate surrounding air volume (typically at least 1,000 cubic feet) to extract heat effectively, making basements, utility rooms, or unconditioned garages ideal locations.

Additionally, pay attention to rebate capping rules. OVEC’s rebate is capped at 50% of the total purchase price. Documentation, including itemized receipts or paid invoices, must generally be submitted within 90 days of purchase.
